The Wings Over America Scholarship Foundation is sponsoring scholarships to further the undergraduate education of deserving students. Last year, this scholarship fund assisted 45 talented dependents. Candidates submitting applications must be graduates or graduating seniors of an accredited high school or an equivalent home school or institution and must plan to attend an accredited academic institution during the 2012-2013 school year. Candidates who are children of a sponsor must be graduating seniors who plan to enroll, or college students who are enrolled, in an accredited college as a full time student taking a minimum of 12 credit hours per semester in order to graduate with a B.A. or B.S. degree. Candidates who are spouses of a sponsor must plan to be enrolled in an accredited college as a full time or part time student taking a minimum of 9 credit hours per year in order to graduate with an A.A., A.S., B.A. or B.S. degree. Applicants must meet one of the eligibility requirements below. Reserve Officer Candidate Program scholarship students (including service academies) are not eligible. Children of a sponsor can receive up to four years of awards; spouses may receive up to 10 years of awards.
Eligibility and Selection
Eligibility: Candidates eligible for Scholarship Awards are as follows:
- Children (natural born, adopted or step-children), unmarried, up to the age of 22 on March 31st of applying year
- Spouses of active duty members or former members (retired, separated or resigned) of the U.S. Navy who are serving or have served honorably:
- In the United States Naval Air Forces
- In subordinate activities and units of the United States Naval Air Forces, both ashore and afloat, whose primary mission is support of the Naval Air Force. Included are:
Air stations or facilities
Aircraft carriers
Aviation squadrons
Wings and staffs
Other activities engaged primarily in the instruction and training of aviation personnel of the Naval Air Forces
- Sponsor must have completed at least eight (8) years of active duty or ADSW (Active Duty Special Duty, such as a Reservist who has been called upon to work full time for a specified amount of time) service in the above mentioned units or activities. These periods may be nonconsecutive.
- Sponsors’ qualifying time may not be:
Time served in “Boot Camp”
Time spent as a Naval Academy, NROTC Midshipman, or OCS
Time spent in Flight School
Time spent as a member of the inactive or Selected Naval Reserve
- Any child (natural born, adopted or step-child) of a member of the U.S. Navy who has died while on active duty serving with a Naval Air Force unit as described above, may qualify, regardless of the length of service of the deceased parent.
Selection: The Wings Over America Scholarship Foundation shall not discriminate on the basis of race, color, sex, nationality, national or ethnic origin, or religion in the administration of any of its educational policies, programs, and operations. Awards will be made on the basis of scholastic proficiency, extracurricular activities, community contributions, life experience and character of the applicant.
Scholarships are to be used for tuition and tuition based fees charged by the college ONLY.
Should a scholarship recipient not maintain the required criteria (ex: dropping out) the scholarship award must be returned or reimbursed to the Foundation.
Requirements: The pre-qualification will include the following information from the applicant:
- Completed pre-qualification form.
- Copy of applicant ID card, front and back. If the sponsor is honorably discharged, and therefore the applicant does not have a military ID card, a suitable photo ID and supporting documentation to substantiate applicant’s relationship to sponsor will be accepted.
- Attached proof of sponsor eligibility:
- officers -- their Officer Data Card (additional documentation may be required)
- enlisted --
- the Administrative Data and Career History pages of their Electronic Training Jacket --or--
- Get photocopies of your service record NAVPERS 1070/605 History of Assignments (Page 5) and DD 214’s.
- If active duty, the above forms can be obtained online
- officers should go to Bupers OnLine (BOL)
- enlisted should go to Navy Knowledge Online (NKO) for their Electronic Training Jacket or visit their servicing PSD for their NAVPERS 1070/605
- If discharged/retired since 1995, order your service records from Commander, Naval Military Personnel Command
- If discharged/retired prior to 1995, you need to order your records from the National Personnel Records Center (NPRC). This process has been greatly refined with “fax on demand” services implemented in the last 2-5 years. It takes only 7-10 days in most instances to receive your records.
Candidates who have a sibling or a parent, who has previously pre-qualified, must still submit a pre-qualification form. However, documentation of the sponsor’s service in Naval Aviation does not need to be resubmitted. Please indicate the name of the family member who has pre-qualified in the service record section.
Pre-qualifications are now being accepted and must be postmarked by the Scholarship Foundation no later than March 1, 2012. No faxed or emailed pre-qualification forms will be accepted. Pre-qualification forms are available on this site. If you have not received an e-mail regarding your pre-qualification form status within 10 business days after mailing the form, you should e-mail us at This e-mail address is being protected from spambots. Please be advised that, if qualified, the application will be due in its entirety by April 1, 2012 – so completion of this form as early as possible will help you meet this second deadline! The Wings Over America Scholarship Foundation requires students to pre-qualify for scholarship funds before submitting a scholarship application. The purpose of this pre-qualification screening is to establish eligibility based on both the applicant's dependent status and the applicant's sponsors' service.

The Wings Over America Scholarship application requires a personal essay, information concerning academic and extra-curricular activities, letters of recommendation, and official academic transcripts. The application and all requirements must be postmarked by April 1st to be considered for a scholarship for the following academic year. No faxed or emailed pre-qualification forms or applications will be accepted
